I have plants from seed sown in nov romping away in cold frame. When would it be safe to plant outside in pots and in flowerbed?

We've got some sitting in the garden that grew from self set seed in the autumn. (Really must take more care in dead-heading).

The ordinary peas on the other hand bought it, despite being in the most sheltered spot in the garden. My fault - meant to fleece them.
