I'm growing Loch Ness blackberry canes. Last year's canes were tied against a fence vertically, then run along horizontal wires.

This year's growth has produced flower buds from the vertical section of the canes, but the horizontal parts have only produced more vegetative growth without terminal flower buds. Is this normal?

Your training sounds fine. Flowers should form on side shoots from the main canes. Might be worth tipping them if they're very long to encourage side shoots. Loch Ness plants can be slow to establish but are considered good producers.
I grow the Reubens primocane which can give 2 crops a year when established.
