From some of the pix I've seen of destroyed brassica beds from pigeons, I'd put netting on. Especially from any cabbage white butterflies floating about. Dratted things lay eggs on any form of brassica. And be sure to pin it well down as pigeons aren't shy about walking underneath netting.

Make sure that no leaves touch or are close the netting.  The little darlings stick their bums through the netting and lay eggs.
Cheese makes everything better.

Must remember to net mine as soon as I put it out those pesky cabbage white butterflies caused havoc last year, on my calabrese, and radishes which belong to brassicca family as you probably know already.  I have enviromesh so tiny holes.  Never had a problem with the pigeons as they are more intent on stealing the bird food I put out.

I use fleece but was thinking about making some sort of cage with the 10 meters of 1inch wire mesh I have laying about after making the chicken run, but I guess the wonderful cabbage whites will get in through the holes

I had to net our first lot last year because of the pigeons eating all the leaves but was glad I did when I saw all the cabbage white butterflies!!

I use a cane with a bottle on it and place in the middle of the netting to raise the netting above the brocalli.
