Sharpening Mower blades

How can I do this with out taking the blade off and what do I use. I have got a gadget called "neat ideas garden sharp". It has got a piece at the bottom which you screw off, inside there is wadding and it says oil.

Rotary or cylinder mower.

Sorry, should have said, it is a Bosch Rotary, and has just one blade. Mrs Bouquet
