I did them in a raised bed Growster. One of those pallet top jobs.  Filled only with homemade compost, well-cooked stuff out of my pallet bin, mixed with the sand.  Sowed seed direct into that and covered over with Enviromesh. They were very slow to germinate as it was February but when they got going they were brilliant.  I think possibly soil is the problem and that perhaps carrot fly larvae over-winter in soil. Not sure though as I'm not a scientist  :)
