I don't know what it is really designed for....
But you could have an interesting thread about suggested uses - for disciplinary purposes? Hubby late home from the pub? Burglars?

As Robin says, Jam, it's almost certainly a meat tenderiser.
Try Goggling 'meat tenderisers' on 'images', and there are lots to see, and mostly different shapes and sizes!
