Potato blackleg

I checked my first early pototoes yesterday which seem to be doing extremely well. However just one of the plants I noticed had a little leaf-curl and on closer inspection the haulm at ground level was turning brown.  I immediately removed the whole stem and disposed of it.   What other precautions should I take? Does it spread like blight? Should I dig up the whole plant?   Advice most welcome. :unsure:
