Wolseley wizard clutch

Hi, I have a Wolseley Wizard Rotovator which I have just acquired. When trying to start the engine,  the clutch belt rotates the tines even with the clutch roller completely disengaged. This obviously makes starting difficult.  I'm wondering if the belt has been perhaps been replaced  by the previous owner and it is not the correct profile / material.  Its measures 45 1/2" which seems to be the correct length.

Firstly, is the belt guide still in place? This doubles as the front mounting bracket for the guard, and the clutch won't disengage properly without it. If the front pulley is badly worn, it can "grab" the belt, this should ride the pulley with the outside just about level with the top of the vee. The correct belt is about 44.5" external circumference but I recon the adjustment would take an inch of extra length.
