It is evergreen, very low growing, mat-forming, excellent ground cover and good for keeping weeds under control.  Not sure about flowers.  I thought it might be a form of Hebe or Potentilla but it doesn't seem quite right for either.  The leaves are slightly waxy with paler undersides.  The picture gives an idea of the size against my thumb.  Any ideas?

I reckon you are right with Hebe.  One of the dwarf ones, but not sure which.

Yes, that was my first thought.  Been looking in all the obvious reference books and online but I haven't found the one.  It is really low growing and forms a tight mat, to the extent that nothing else can grow through it.  A very useful plant in that sense.  I do have a  couple of other pics if that helps ...

Just checked but I don't think it is Woodruff.  The W leaves are all on one plane, in a circle, whereas my plant has leaves in opposite twos alternating up the stem - they are about 2cm in length, lanceolate with a rounded tip, waxy mid green with paler undersides.  The cutting I have is about 7cm long and has at least six pairs of leaves.

Woodruff is not a shrub though, so more likely a dwarf hebe 🙂
