capillary matting

this year i have used capillary matting on the bench and then the seed trays on top, i have had a terrible bloom of algae in the greenhouse and on the matting, i tried to jetwash the matting and clean int off but it grows green within a few weeks, most seed trays also sport a green bloom on the compost. what should i do?? wash the matting in jeyes fluid, bin it, change to a gravel/sand bed?
any ideas welcome.
