Title: What is wrong with my Bay tree?

I noticed pale blue markings on some of the leaves of my bay tree. When I explored I found fleshy looking curled up leaves (thought it was a caterpillar at first) with very pale bluish ?eggs inside. I have attached some pictures. Can any one tell me what it is and what I should do about it?

The rolled leaf edge is caused by bay tree suckers, insects that feed on the sap in the leaf. 

G&R
