Chopping off leeks at ground level

I went to harvest some leeks a few weeks ago but as I had the puppy dog in tow I didn't want to leave it on its own while I went to the shed to get the garden fork so I just chopped the required quantity off at ground level leaving the roots to be dug up later on.  I now see that these leeks have started growing again (before the frost struck, that is). Could this be a viable gardening technique rather than just digging them up?

Leeks are biennial, so they grow leaves in year 1 and then flowers in year 2.

If you have the space, you could wait and see whether the new leaves are edible or woody, but you will probably find that a flower spike also grows in due course. (It is very pretty if you leave it to flower!!)
I try to take one day at a time, but sometimes several days all attack me at once...
