Question about earthing up?

Question about earthing up?

I am doing a few potatos in containers this year; they are just starting to show their leaves.  

Now my question is when do I add my second layer of compost?  When I planted them I put 6" on top and there is still about 14" of containter left. so I figured I would add compost 2 more times.  

Do I wait for the plants to grow?  At the moment they are just showing their heads.

If I do wait until they show through more do I then cover the whole plant or leave some green showing?

Thanks!  I don't know if I will ever get to the top of the containter then  :D
