Can sweet peppers/chillis/toms just stop growing?

Sorry if this is a really silly questions but can the above just stop growing?
The chillis were the first thing I planted and they prompted me to try sweet peppers and then toms, All sat there with 2 leaves for weeks but now the toms have started up again and most of them have their first true leave but not the others?
Was I too early planting them? But then I read another post this morning from someone who potted on into 3" pots thinking they were too late doing this to get anything off them this year.
They are on my kitchen windowsill.

If they get cold toms and chillis will stop  and sometimes will if you pot them on a bit too early.

Do you shut the kitchen windows at night to avoid  chilling them.

Yes the window is closed at night but it still gets cool enough in there. There are tiny leaves like blades of grass come up on the chillis this morning so hopefully things have started again.
I have read something about toms going blue, some of mine seems blueish/purpleish will they restart again or is it over for the blue ones?

My blue ones recovered last year - not a pretty sight but I got tomatoes.
Self-sufficient in rasberries and bindweed. Slug pellets can be handy.

Thanks Noshed, doesn't matter what they look like, just hope I gets Toms now. My granddad would be proud if I get these to work. He always had every windowsill in their house full of them, drove my granny mad  ::)
I love the smell of them so fingers crossed at least a few make it.

I planted 2 varieties of chilli, one has really taken off and is about a foot high with plenty of leaves, the other (cayenne) have only just got their 3rd set of leaves and are about 4 inches.
Don't know why at all. The toms I put in the cold frame are also much slower than the ones inside, so cold definitely pays a part. Maybe the ocmbination of a dry spell followed by all this rain & cold has confused the h*ll out of them, it certainly has me!!

I have 8 pots of cayennes (Fuego F1) growing indoors and they are exactly the same - about 4" high max. I have never grown chillis before so don't know what is "normal". Perhaps this is just a particularly slow growing type of chilli?
