Now that's a question! For every person that tells you to dig another will tell you to cover.  I dig.

I only cover once I have finished digging. I've never covered to kill weeds only to prevent them invading my hard work once I'm done.  Each to his own.

Dig then cover.
If the plot is very big then you can cover before you dig to keep the weeds down but the root system will still be there. Covering will suppress weeds but it will take a long time to kill - if you have a tarpaulin then throw it over to suppress them but it is better to throw it over an area you have dug to stop new growth.
Basically if you have a cover  - use it - either way

Hello

My advice would be to hand dig the lot.  Rotovation just multyplies the weed problem.  I would also advise covering as much as possible with old carpet/underlay, tarpaulin or black plastic sheeting, B&Q sell a roll approx 50x10 feet for about £30 not cheap but wll save you a lot of work especially if you cover up what you have already dug until just before planting time. Don't be in a rush to do it all at once, just dig deep and remember this will be the hardest year digging wise.
