My tree was growing well until it got covered in snow and now all the leaves fallen off and twigs/branches died (wasn't very big) and I thought it was finished but left it in the pot anyway and now have noticed new shoots coming off the trunk but right at the bottom so its not totally dead. Can these shoots make a new tree or are they too low down or what can I do to encourage them to become a new tree?  Thanks.

Yes it'll make a new tree if you prune out the extra shoots and just let one grow up into a standard shap, or just let it be a bush.
