I ordered a Rhubarb 'Fulton's Strawberry Surprise' (Spring Planting) in Early April and it still hasn't arrived.  Is it now too late to plant it; should I try and cancel the order?

Never too late for rhubarb.  Lots of well rotted manure and no picking allowed in the first year to allow it to settle in.

Can you get away with fresh manure round rhubarb?

I wouldn't chance it as you have paid out hard cash for the crown.  Looks like Chicken pooh pellets until you find some well rotted stuff.
