One out of nine of my hatched.golden pencilled hamburgs is acting strange, its eyes are shut, seems cool to the touch and can bearly keep its headup, its the only one doing this, both eyes are black, but no blood, atm its back in the heated box, while the rest am still outside,

Also worth mentioning it has done a poop n usual black and white, not runny,

I have seen it eating,

The other 8 are full of life, running around n eating n chasin the older chickens around

When i hatch they ususaly stay in the house for 4 weeks, then moved into a hutch outside,

First week n half light is on, then its off half a day then on for 3 days, then just nights.for a week, then off halfa night, then completely off when.they have a full set.of feathers, then end of.week r they get moved into the hutch in the hen house

But this.time. they feathered alil quicker so went out 3 days earlier but all has been fine, theyre out if the hutch(exscaped while cleaning n the other hen and cock defended them,

Theyre fed chick.feed with acs medicated feed but unknown brand.as.was a big sack,

Is it possible its over heated n just dehydrated?

I would take it to a vets - as they are so small they can die very quickly so help is needed asap.
You mention over heated and dehydrated - I assume they are now off heat as the weather is so warm and that they have access to plenty of water in chick drinkers. Has it's eyes been pecked to make them turn black?

They have access enough water (enough todo a pool) but after sum close inspection, it seems itd eaten one of the grower pellets, n itd got stuck, after geny gettin it out n a few drops if water it was full of life again, so i wonder if the pellet stopped it drinkin, did twirp alot more to, assuming thats due to bein on its own, litcherly flew dwn the path to the otheds this mornin

Also still warmer then lastnight without the heater on after a hour
