Title: LANDMASTER LION CUB ROTOVATOR

Hello to all. I wonder if someone can help me. I have recently purchased a LANDMASTER LION CUB ROTOVATOR. Iwanted to know some information, and would be grateful for any advice you can give:
1) are the tines on this model constantly engaged?  when I start the rotovator, the tines start rotating straight away.  is this normal, or should I be able to make the engine idle without the tines rotating?
2) I dont seem to have any control over the engine speed: when I start the engine, it goes to maximum speed. There is a control lever on the handle bar, and you can adjust it from "FAST to SLOW" but this makes no difference.  I have traced the cable from the handlebar, and it goes to the base of the engine near the left wheel, then connects to a rod, but this rod does not seem to be connected to anything.  Is this normal.  Any advice on the speed control of this briggs and stratton engine would be extremely welcome.  I can take photos if this helps - thanks

But you do seem to be in need of a few minor repaires
