failed parsnips and carrots

i planted parsnips and carrots 3 weeks ago nothing showing have they failed should i start again?
can you grow parsnips in buckets like carrots? is it to late?  

Don't worry,they take ages and the soil is only now warming up.  give it another couple of weeks.

I now grow all my parsnips in deep buckets with the bottoms cut out. I sow them under cover into compost which has been warming in the greenhouse and get at least 80 percent germination. If you stand the bottomless buckets on a square of hardboard or similar you can take them out to the plot when the seedlings get a couple of inches high then slide out the board from underneath so the tap root can go down into the soil.

My best yield so far is just over 3kg of roots from one plastic flower bucket. They were packed so tight they split the side!!
