We have a similar set up for the rabbit rescue. We have to be careful when laying the initial layers as we have to be able to clean and viruses or bacteria out in-between different inhabitants. You done want feline leukaemia or flu hanging about waiting for the next occupant.

Update. When I explained what was involved to the organiser, she decided it would be more sensible to get contractors to do it. I think she needed someone to give her the ins and outs so she could justify it to head office.
I'll be erecting the pens instead. But from what you've just said Duracell, I might recommend some decent grouting between slabs so it can all be washed down better.
