Grants for water saving & management. Anyone have experience of this?

We have an excellent supply of 40 gallon blue barrels at our site.  Our committee want to see if we can get a grant from the council (or whoever) to provide rain gutters, down spouts, taps and maybe even watering cans for all our allotment holders that have a shed and or greenhouse. 

Has anyone looked it to this sort of thing for their allotment site?

We have an arrangement with a local company.  We are very lucky and they don't pay a fortune on waste management. Everyone is happy.
