I repotted my blueberry Spartan last year and despite using ericaceous compost, mulching with pine needles and only using rainwater the pH in the pot is 6 and i have no blueberries  :unsure:

I have bought some sulphur chips and spread a tablespoon worth on the surface and watered in but the pH is still 6.

What am I doing wrong? Should I be using more or do I need to take the mulch off and get them into the compost?

Yes, you do need to get them into the compost - sulphur chips only produce acidity after being acted on by soil organisms (and then pretty slowly, but then again you wouldn't want them lowering the pH too quickly.)
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

As JayG said, they need to be in the compost, and probably 2 tbsp. would be about right if the pot is abouut30cm across hey do need a fair bit of water so don't let the compost dry out
