What or who is snipping the tops off my Onions & Leeks,it's as if someone has come along with a pair of scissors and snipped the first couple of inches.
Birds? Rabbits?(Would rabbits go for onions).Whoever it is has not touched the garlic.
Any ideas anyone.

Rabbits !! Yes they go for leeks,onions,garlic and even chives ! Speaking from experience.
You will need to protect these crops .We thought our onions were safe but the Rabbit found a way in and has been grazing our onions.Some will not make it now and are only the size of a golf ball,to be used asap.

Slugs are another possibility. 

I've found them climbing my onion shoots & eating through them.  They've left my onions exactly as you describe but haven't touched the Garlic next to them.

Thanks  the response,if it's rabbits I will put some chicken wire around them.
And also put slug pellets down.

My shallots have almost been gnawed out of existence by the slugs (owing to all this rain). I weeded them properly the other day and put down pellets. Is there any change of the most savage ones recovering?
