What are the most important tool for the allotment?

It has to be the tool you have in your hand at the moment.....now stop it  ;)

What I mean is, if you're hoeing it's no use using a spade. Get hold of a good selection, preferably from a car boot sale or look on Freecycle

I could manage with those five.

As for the paths & borders - more tools required.

If I could only own one tool it would have to be a medium sized enchada/azada (especially the type that has a small 'spike' on the reverse side) and it could be made to do 99% of all veg-jobs that don't involve the use of a knife if what's needed: digging, hoeing, levelling, raking, marking out seed drills. Take off the handle and it becomes a trowel etc. Sharpen the side as well at the digging end and it could be used as a machete too (if held by the 'spike' as a handle).

There are plenty of subsistence farmers who's only metal tool is an enchada/azada/chillingham hoe etc
