Is it dandruff or lice?

My black hen is just coming out of a moult and I have noticed that when you pick her up and ruffle her feathers she sheds what looks like white dandruff. Is it just where she is growing new feathers or is it lice or other mite?

Those will be the new feather casings. When each new feather emerges from her skin, it is encased in a tiny white tube. This tube sloughs off leaving the fresh feather exposed.
