One bantam hen has moulted recently but has lost a lot of feathers around the neck . I just caught another hen trying to remove more feathers from this area. The victim did not put up a fight. What should i do please? i am new to all this! Thanks.

First of all try the anti pecking spray .. it stinks to high heaven and should put off the most ardent feather pecker .. I say should.  If the area is sore and becoming bald, use gentian violet spray, partly to disguise the redness which will attrack more pecking action, and partly to assist healing.  IF that doesn't work,  fit a bumper bit to the beak of the one doing the pecking.  I dreaded this .. but had to do it .. and the chicken with the bit is acting like there's nothing wrong at all .. no stress or trauma.  We took her off the perch in the night and did it while she was sleepy.  Hated it but when she got up next day it was as if nothing had happened.  She can still  breathe perfectly, and still eats and drinks normally .. they are currently all three lolling in a deep dust bath in the sunshine
