Sorry for the awful blurry photo. My 3 year old (insert banned festive word) Pippin has developed 2 or 3 clusters of pink shoots just under the graft, and about 5-6cm above the soil level. It's in the bottom bed, and it's really quite wet there.

Any ideas what they are and what, if anything, I need to do?

I was going to suggest suckers from the rootstock but they don't look right...

Very unusual, I've not seen anything like it.  The only thing I was throwing up in google searches that looked remotely (and yet nothing like it  ) was crown gall.  If the bed is wet, that's not good for trees anyway (except willow) so it's possible something is taking advantage of the conditions.  It goes without saying that perhaps you need to improve drainage
