Just bought a bag of perlite, but have just realised that I dont know what it is, do you mix it in with compost or put it on top?

Perlite is an inorganic substance that is usually mixed into soil or whatever you want to further loosen it up. Its the little white bits inside potting mix and such. If you have plants whose leaves are sensitive to splashing, you can add some surface layering of perlite to avoid this.
