I don't to be honest, you could remove some of the pumpkin fruits if you have too many.

With peppers pinching out will increase bushiness in plant, and reduce height (pepper plants can be huge).  It will not affect size of fruit.  What will are growing conditions:  Sunlight, humidity, nutrientsl and more importantly size of pot, they hate their roots restricted.  I use morrisons flower buckets successfully.

Thank you very much RIchy & Fat Hen./ V. helpful. I think i'll leave the pumpkins on.. i don't know which will rot yet. Unfortunately i'm growing my sweet pepper plants on my windowsill so pot size is a bit restricted. Will pinching out the tops reduce the problem of roots being restricted?

No but will keep plant size manageable.  I've grown peppers successfully in 10" pots on windowsill.  Should get around 1/2 doz or so.  Watch out for the aphids which seem to like kitchen windowsills.
