I would do 2 or 3 and then thin to the strongest one.

we sow 2 seed per station in modules so say around 15 seeds to get 10 same with all our brassicas

They tend to germinate well so 2 per module is what I've done in the past. Although this year I sowed a bunch in trays then Pricked out the strongest ones to 1 per module. I tend to aim to raise 2x as many plants as I need, so if any get damaged I have a few spare I can put in for a few weeks following the initial planting or give some away
