Nope, not wasps. It's the large thistledown that floats through the air and seems to settle in the sugar bowl. Maybe it's a Northern thing like shakey bottle!

It seems to be a term for any wond-borne "floofy" seed such as dandelion, rosebay willowherb and, probably, the US Cottonwood trees.

No, sugar stealers are something I haven't heard of since my childhood and they are definitely not from dandelions or rose-bay willow herb as we would have seen them before now.
