Peppers in a propagator

Hi.  I have some pepper seedlings in a propagator. How big should a let them grow before i transplant them ?  Most of them are about about 2 inches high at the moment

when they get their first proper leaves they can go into small pots :)

What does that mean - their first proper
 leaves ?
 How many leaves ? Or how big?

The first pair of leaves are always the seed leaves.  The next pair of leaves will be the first true leaves  :)
I try to take one day at a time, but sometimes several days all attack me at once...
