Flower ident' please.

Good morning everyone,
This small shrub is hanging over a low wall, leaves are very dark green, shaped like spears and emerging all around the stem, the flower looks like a small bottle brush with pale white(ish) petals at the base merging into light purple :unsure flowers(very tiny) at the tops, about 1" - 1 1/2".    Any ideas?
