Firstly, are they the same varieties?  If not, that could be all the explanation which is needed.

My hunch, which is just that, is that perhaps the one in the planter has warmer soil and therefore grew more quickly - the one in the open ground may have been less protected, and the soil may have taken longer to warm up.

Might be worth giving it a bit longer before worrying too much
I try to take one day at a time, but sometimes several days all attack me at once...

could also be that its sell by date has expired - how old is it / they and what variety? They don't produce forever, as I found out to my cost one year! :(

Guess it depends on how old they were when they came to you - unless you've taken cuttings from existing stock who knows whats being sold to you -no don't dig up - stick with them for another year  as is my catchphrase -, and if nothing happens, you might have to start again ???

I think it seems a little drastic to dig them up already.

Don't know whether anyone else would agree with this? but might be worth adding a high-potash fertiliser to try to stimulate flowering?

http://www.allotment-garden.org/fertilizer/index.php gives some info on fertilisers - look for one which has a higher proportion of potash.
