I have only used pre-germination method on runner, french and broad beans.   I used damp newspaper and found it worked perfectly for me.   Practically every seed germinated will do the same this year.

i would only pre germinate if space is limited also if you have plenty of time to experiment then why not try it ,  but as i said before i just soak my peas and beans overnight and that seams to do the trick ,  you could always try both methods and see if there is enough difference to convince you its worth it.
forgot to mention that its worth doing with parsnips as they are not the easiest to get gowingand sweetcorn also
