I sow some toms beginning of Feb and left them in the heated propegator for too long (rookie mistake!).  They were taken out when I realised and potted on a little deeper.   Then are on the windowsill and looking reallt healthy but they are already 10"+ tall. 
They are now forming their first trusses, is this too high already, should I start again with some plug plants?

Sounds fine to me. But you are going to have a struggle to look after them until they can go out - they'll be quite a lot taller by then!

Edit:

Mine are about 8", sown mid Feb.

Pot them on to a larger pot (about 1.5" larger diameter) as the roots show at the bottom - I go 3", 4.5" (did that last weekend), next will be 6" then I may do 9" or may go straight to  final 12" pots
