Title: Qualcast Classic 35s will not tick over

Can anyone help me please.   I have a Qualcast  Classic 35s  lawnmower it is not very old and it starts ok. you can have the throttle just past the stop but it goes into full throttle regardless of setting it just will not tick over.

hello which engine is it Subaru robin Loncin or Mitsubishi each one has different ways to slow the engines to tick over Loncin for example has one engine with 5 styles of carburettor they take some adjusting   jezza
