About a month now I put some young lavender plants in my allotment about a month now I went there this morning I noticed that the tops Have been chewed off Will the plants die thanks

They don't look chewed enough to kill them, but if they keep getting chewed, you won't get any flowers next year. 

Maybe you need to think about a wire fence round your allotment.  If you have rabbits chewing your lavender, they will come and eat all your veg as well.  Might be worth asking around on site to see if others have had problems.

Hi have A fence round it got chicken wire around it could it be rats I looked at my fence there is no brakes in it but it could be coming under the shed I've got a trape there but if it's not rabbit or rat what else can it be

It looks like rabbit damage to me.  I don't think rats would eat lavender.   

You might need to get some fencing around the shed.  Also look for tunnels under the fence or areas where a rabbit could push under it.  They are persistent little creatures, but would go under, rather than through, the wire.

If it's just the new soft growth that has been eaten then it's like pruning it, so should be ok. Not sure what animal likes lavender-breath though!
I work very hard so don't expect me to think as well.
