Well, we can get them to grow, although we had some with leaves that went brown and then re-emerged green.

We got a reasonable crop but lots of them had really thick woody cores which left us with less parsnip for the crop.

What are we doing wrong?

They'll do that at this time of year as they re-grow.

You either have to use them earlier, or put up with discarding the core. You've done nothing wrong, it's just nature.
Did it really tell you to do THAT on the packet?

Ahh. Thanks for that DD.

Mr Bee has said that when the leaves went brown he cut them back and the leaves came back green, would that account for some having the thick woody cores?

But I will certainly dig them up earlier and stick them on in the freezers.

The parsnip is biennual, the foliage dies down in the first winter and the root provides the food store for the plant to start growing the following spring, flower, and produce seeds.

Cutting the dying foliage off won't make any difference - when it starts regrowing the root is past its best for eating purposes.
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

Might be related to variety? Particularly if you grew an Early variety perhaps?
