It is usually recommended you get strawberry runners in as early as possible, so they have a chance to get their roots settled.

With established plants, you can move them with a decent chunk of soil attached to the roots.  If you do it soon, they should barely notice and grow away as if nothing has happened.  It would be best not to pick a day when the ground is heavily frosted and frozen, but otherwise I would just go for it  :)

It is a bit late for the rasps, but you could still do it.  Just be careful of shoots forming underground.  Autumn rasps are very resilient, so if they lose a few it won't be the end of the world  ;)

It's a bit late for both but you won't get many failures if you do it know.the sun is trying to get through,get your bobble hat on and shift them.
