is there a difference between putting a barrier around them to stop carrot fly and planting them in lets say a small barrel with the bottom cut out?

Effectively no, a bottomless wooden barrel is just a wooden barrier.  This topic has had a fair thrash recently too CB.  Search for "CARROT and BATH"

The only problem with being a newbie to the site and asking questions that have already gone before is learning to use the 'search' button  and actually wondering whether or not the question has already been asked if you know what I mean.

Even using the search button isn't always a good idea.  It can come up with hundreds of threads on carrots etc.  So be patient WG!

Mind yuo, saying that, I've just typed in carrot and bath in search and it only found 6 topics!!!!!! lol

Won't they go leggy at the bottom of a barrel? It's gonna be pretty dim down at the bottom.

2 points I would like to make here, 1st is a comment by WG "D'ya fink I didn't try it first!" is this from the school of munty? I am trying teach  my children to speak proper english! and 2nd I am not at all leggy and some say they have found at the bottom of a barrel several times   . But seriously I am growing mine the bath (barth if your posh) above the natural flying height of carrot fly.
