I guess it depends on the size of the package, to give an idea here's some of the text from the email:

"In this Saturday's Daily Mail we start a week of great plant, bulb and seed offers.

You can claim free shrubs, hardy perennials, climbers, spring flowering bulbs and new season vegetable seeds and all you have to send is stamps to cover the postage for each collection you choose†. There are 14 collections to claim, two each day, starting Saturday and continuing Monday to the following Saturday.

*The entire collection has an RRP of over £200 and it's the perfect collection to prepare your garden for Spring.
Saturday - spring colour bulbs & cottage garden alliums
Monday - large flowered clematis & fragrant cottage garden pinks
Tuesday - tea roses & peony sorbet
Wednesday - dwarf daffodil & long stemmed tulips
Thursday - oriental lily stargazer bulb collection & hyacinth rainbow bulb collection
Friday - hellebore niger & hardy geranium
Saturday - rockery/patio collection & kitchen garden vegetable seeds (:))

Terms and conditions apply, click here for more details and full terms and contitions. †Postage will vary depending on the collection. Please chack that day's Daily Mail for details. You will need to send stamps in the correct amount when claiming the collection(s). Only one of each collection per reader. Closing date 10/12/10.".

the last lot of offers they did were quite disapointing, the plants could be easily sourced for less than the 'pay P&P only' offers

I saw the ad too some good plants available but it depends on postage and packing price.

From Saturday's paper, P&P £2.24 for 100 cottage garden allium bulbs and £2.75 for 100 spring colour bulbs, you can buy either or both. Doesn't seem too bad to me.
