briggs and stratton starting problems

hi all, im new to this site but can i say how fasinating it is.ive found it invaluable.
i was recently given a briggs and stratton 3hp rotovator which had been stood outside unused for several years. i couldnt get it to start. i was following some advice given to another user and have now managed to get to the route of the problem. there is no spark,which probably wont surprise any of you judging by all the comments i have read.
it seems that the plunger that i think should open and close the points is siezed solid. i have removed the oil seal on the shaft below it hoping i could lever it up but it is stuck fully down. :mad:
i would appreciate any advice or ideas on how to go about removing the plunger.

The plunger won’t be stuck down as the cam on the crankshaft forces it up, it will be stuck up. A drop of WD40 and finger pressure downwards on the plunger whilst  turning the crankshaft will shift it if you are lucky but I have had one that was so well stuck that I had to remove the crankshaft and drift the plunger into the main bearing housing. On reflection it would have been easier to fit a contact-less ignition module in place of the points and leave the plunger in place. These modules are available from B & S dealers.

thanks for your help.ive managed to release the points plunger now.It took all day with wd40 and gradually moving it up and down but i now have a spark.  :)   Ive just noticed the fuel tank is full of water so im going to remove it and clean it out and hopefully it will then start.
does anyone know a good place to buy a belt,i think it engages the rotar.do briggs and stratton still do these ?
