I missed out planting late autumn/winter 2021 . Can I plant out garlic cloves in January or should I wait until ground get warmer (in south Wales ) ? I have some in modules in porch but not yet showing any growth

Get them in as soon as you can, some varieties need winter cold/frost in order to bulb, although some are specifically for Spring planting and those don't require cold, obviously.
I'd cover them with some loose netting, for a while, to stop the birds pulling them out before they' have rooted.

My garlic is in tubs (cos I had no modules) and are happily putting down roots. But I put mine straight outside with no mollycoddling so they are getting the colder weather. Mind I also bought spring planting garlic.

I've been growing the same (hardneck) garlic for about 10 years now, and rarely plant it before mid February. The period of cold required is variously reported to be a soil temperature of 10C or less for at least 4 weeks.

I've never had a problem with bulbs failing to split into cloves, but I do plant them about 4 inches deep, and the area is fairly shaded in the early part of the year.
