put the seeds in 4 weeks ago there are up 5 ins went there this morning loads have been dug up how can i stop this

Do you think it's an animal which has done the digging? Squirrel? Cat?
Putting netting over the manure might help but it does depend a little on what is doing the digging.
-
What have you planted?
Is it the green mamure that is the attraction or is there something from a previous crop?
It may be that the bed has plenty of worms or some pest such as leatherjackets or slugs.

its winter grazing rye all so think its a fox or squirrels or pidgins
-
I doubt it's pigeons. Squirrels play havoc with my lawn at this time of year when they try to plant conkers from the horse chestnut trees >:(
Could be foxes if they have access to your back garden - did you put chicken manure pellets down when you sowed, or anything like that?
