I have some packets of old seeds which have a sow by date on them which has expired, they have not been opened, will they be OK to be used?

It depends on the seed; try a germination test by putting a few into damp kitchen roll and wrapping in cling film; check after 3-4 days and keep checking. If they don't germinate in a month then they are dead - but things like parsnip usually don't last past their use by date...whilst most other seeds just slow down or less percentage becomes viable as the years roll past.
