I haven't got enough information to tell you whats exactly wrong with it.
How old do you reckon the mower is?
is the carb separate from the fuel tank, or joined to it?

from what you describe, it sounds like the engine is hunting for fuel. This is usual caused by a blocked jet in the carb. It can also be caused by a damaged inlet manifold gasket.

i think it is about one year old the carburator is connected to the cylinder as the fuel tank is part of the top of the mower the fuel tank is connected to the carburator by a fuel pump if i can i will upload a picture
