I topped my dug bed with manure with wood shaving (I know.. I read it is not good) but with the rain and whatever we had in the past couple of weeks all the manure has gone down in the soil ( I assume  ) and the bed is left with mulch of wood shaving on top.
Shall I leave it on top to stop weed growth or shall i brush it off?

I would brush/rake it off.
Wood will take N from the soil while it is breaking down.

Thanks would do the brushing before planting or will wait for the wind to blow them away.

Perfect composting requires carbon and nitrogen in the ration of 20:1. The manure is a high nitrogen substance and wood shaving is high carbon one. (similary hay, straw and sawdust)
I stack horse manure and sawdust in equal quantities for six months and then add to the soil.
