My mum has given me some seeds from a Red Oriental Poppy - sorry I don't know the proper plant name.  My question is what is the best way to grow the seeds - should I start them in the green house??

Exactly, later you can thin them out if you wish, then if you want you can just let them self-seed in the summer.  Normally I let that happen, but usually remove all but about 1 seed head, so that they don't completely take over.  Regards, Mrs Bouquet
